Irvine Real Estate Agent Arrested at LAX, Accused of Acting as Unregistered Agent of China
Federal prosecutors allege Wanying "Heather" Zhang, 34, spied on the U.S.-based family of a top Taiwanese official for Chinese government officials. A complaint is only an allegation, and she is presumed innocent.

What happened
FBI agents arrested Wanying Zhang, 34, of Irvine, who goes by "Heather," at Los Angeles International Airport on Sunday, Oct. 4. She was about to board a flight to China. CBS News and KTLA reported the flight was headed to Shanghai.
A one-count federal criminal complaint charges her with acting in the U.S. as an unregistered agent of the government of the People's Republic of China (PRC), a violation of 18 U.S.C. § 951. An FBI counterintelligence agent swore to the complaint on Oct. 3. The Justice Department said Zhang was expected to make her first appearance and be arraigned Monday afternoon in federal court in downtown Los Angeles.
The allegations
According to the complaint and the FBI agent's affidavit, Zhang acted at the direction of PRC officials from June to September 2025. Federal law requires anyone acting as a foreign government's agent to notify the U.S. Attorney General. Prosecutors say she never did.
The affidavit says Zhang attended Beijing's University of International Relations, which the FBI describes as closely tied to China's Ministry of State Security. A former classmate who became a Chinese official allegedly introduced her to a second official in June 2025. Zhang allegedly met that second official in a private room she booked in Changsha, China, where she received a surveillance assignment. Later she allegedly told him, "I can take care of this thing."
On Aug. 29, 2025, Zhang and a man identified only as "Individual 1" allegedly flew from John Wayne Airport to Las Vegas. On Sept. 1, they flew on to Seattle. That day she messaged the official "Boarding now," along with a photo of her boarding pass. The pair rented a black Nissan Rogue and drove to the family's home. A neighbor's security camera allegedly recorded them appearing to film the family as they arrived home. Zhang allegedly wrote, "Saw him, young male, it's the young one." When the official asked her to join an audio call, she replied, "I am videorecording." She then sent him the license plate numbers of the two cars parked in front of the home.
The pair returned the rental car within seven hours, the affidavit says. Zhang later allegedly told her companion to AirDrop her the photos rather than "send via WeChat or text." The agent describes that as "tradecraft" meant to avoid detection. He also wrote that if Beijing wished "to obtain leverage over the President of Taiwan during any potential conflict," photos of the family's homes and cars "could be useful to the PRC."
The complaint does not name the victim. Law enforcement sources told CBS News the target was Ting-Yu Lai, the son of Taiwanese President Lai Ching-te, who lives in the Seattle area. Taiwan's Presidential Office confirmed the president's relatives were targeted and called it "a classic case of transnational repression." A spokesperson for China's Foreign Ministry told NBC News the ministry was not aware of the incident and that China opposes "hyped-up accusations of 'China spying.'"
The affidavit also describes an episode closer to home. In March 2025, Zhang allegedly asked her classmate to confirm an Irvine street address. The FBI says that address was once associated with a Taiwanese elected official known for anti-Chinese Communist Party views. The agent wrote it was "possible" she had been asked to gather information about the address. She is not separately charged over it.
Who is Heather Zhang
California Department of Real Estate (DRE) records, which Irvine Journal checked Oct. 5, show Zhang has been a licensed real estate salesperson since September 2016. Her license is still active, and the record shows no disciplinary action. Her responsible broker is JC Pacific Corp in Irvine; from 2020 to 2024 it was JC Pacific Capital Inc. Realtor.com reported she has sold 126 properties at an average price of about $3.3 million.
A JC Pacific Capital spokesperson told Realtor.com they "don't have any comment on that." Her husband, Edric Ding, is an agent at the same firm. He told CBS News, "I don't know anything yet." First Assistant U.S. Attorney Bill Essayli said on Fox News that Zhang is a naturalized U.S. citizen.
Court and next steps
As of Monday evening, we could not find any report on how her first court appearance went. We do not know whether she entered a plea, was held in custody or released on bond, or when her next hearing is. It was unclear whether she has a lawyer, and no statement on her behalf has been reported. In federal cases, prosecutors generally must obtain a grand jury indictment within 30 days of arrest unless that deadline is extended. If convicted, she faces up to 10 years in federal prison.
"Ms. Zhang is charged with acting at the direction of Chinese government officials to spy on the family of a senior Taiwanese official here in the United States," Essayli said. The Justice Department's own announcement notes that "a criminal complaint is merely an allegation."
Context
In May, former Arcadia Mayor Eileen Wang pleaded guilty to acting as an illegal agent of the PRC by posting propaganda written by Chinese officials on a local news website. She is scheduled to be sentenced Oct. 6. Her former fiancé, Yaoning "Mike" Sun, is serving a four-year federal prison sentence in a related case.
What it means for Irvine and the local real estate community
The complaint does not accuse Zhang of wrongdoing in any real estate deal. Its only mention of housing is a June 2025 message in which the second official said he wanted to ask her "something about a U.S. house."
For buyers and sellers, the case is a reminder that anyone can check an agent's license status and disciplinary record for free on the DRE website. In a diverse city like Irvine, it is also worth remembering that these are allegations against one person, not a community. The case will be decided in court.
